KINGSPORT — On July 17, 2019, a Kingsport resident was charged by the Hawkins Co. Sheriff’s Office with multiple drug-related offenses

Robert Lee Matthews, III, 39, was charged with possession of methamphetamine with intent to deliver, possession of drug paraphernalia, and resisting arrest.

Around 1 a.m., officers with the HCSO Narcotics Division and Patrol Division received information that a silver extended-cab Chevrolet pickup truck with Virginia tags would be traveling to Hawkins County on Stone Drive for the purpose to distribute methamphetamine.

Officers located a vehicle matching that description at Zoomers gas station, at 4221 West Stone Drive. As officers observed the vehicle, they were able to locate a male subject matching the description of the subject allegedly in possession of the methamphetamine.

As officers approached, the man fled on foot. During the foot chase, officers observed Matthews to throw a crystal-like substance. Matthews was taken into custody after a brief foot chase.

The crystal substance was recovered and determined to be approximately 23 grams of methamphetamine. A set of digital scales was also located in the vehicle.

Lori Duncan, of Virginia, was also present in the vehicle. Duncan was arrested for having an outstanding arrest warrant in Virginia for larceny.

At the time of the press release on Thursday morning, both subjects remained in the Hawkins Co. Jail pending arraignment in General Sessions Court.
